Sophie Moullin is a Fulbright Scholar at Columbia University’s Institute for Social and Economic Policy and Research (ISERP) in New York City and a public strategy consultant.
In her work with the Young Foundation, Sophie advised Greater Manchester’s 10 local authorities, police, probation and prison agencies on their Transforming Justice programme, including developing a delivery plan and model for a ‘payment by results’ and a pooled budget approach to reduce crime and its costs. For Catalyst Consortium, the Department of Education’s strategic partner for young people, Sophie analysed the market for social finance and developed an outcomes framework for young people. Sophie has also contributed to the Young Foundation’s work with the Department for Health to drive innovation with the NHS.
Between 2008 and 2010, Sophie was a Senior Policy Adviser at the Prime Minister’s Strategy Unit, working on public services and welfare policy. Before that, Sophie worked as a Research Fellow at the Institute for Public Policy Research. Sophie is also a Visiting Research Fellow at the Department for Politics and International Relations at Oxford University.
